"Always and forever my boy. Watch over me whilst I live out the life we were meant to live together," she said.
His best friend said the young electrician was someone who "lit up any room".
Milner also worked as a DJ across a number of WA venues.
He qualified as an electrician almost a year ago.
His life was cut short during a job in the roof of a home in Nollamara in the city's north.
Emergency services were on the scene within minutes. WorkSafe and Energy Safety have been called in to investigate.

Electrical Trades Union boss Adam Woodage said power should be off before tradies get to work.
"No electrical worker should ever go into a roof space where they haven't isolated the power," Woodage said.
"If a plumber goes in your roof, if a chippie goes in your roof to make repairs or if an electrician goes in your roof they must turn off the power to save lives."
Premier Roger Cook said the state should learn from the tragedy.
"These sort of jobs are dangerous jobs and that's why they have so many overlays of training, of regulation and of safety arrangements," Cook said.

"We have to make sure we learn from these particular events to make sure it doesn't happen to anyone again, no one should have to go to work thinking they're not going to see their loved ones at the end of that day."
